Vista Help And Support Does Not Work

When I open Windows Help and Support it no longer goes to the home page. 'Windows Vista: Help and. File and am still not able to get Help and Support to work. If the Helpctr is missing under App Paths, you'll see the error Cannot find helpctr.exe while clicking the Help and Support icon in the Start Menu. To resolve the problem, download and apply this REG fix startmenuhelp.reg. The last section of the REG file recreates the HELPCTR.EXE App Paths value.
Newbie here so sorry if this question has already been addressed. I've found some documentation for my question online but I'm still a bit confused. Whenever I click on the help links in Vista or any 'click here for more information' I get a help window pop up that says.Windows Help and Support in the title bar but the actual page is blank; then a download window that says '0% of from windows completed in the title bar and it shows the downloading animation with the earth icon loading pages into the folder icon and it says 'Getting file information / from windows' But instantly an error window pops up over that.

So, basically what I'm wondering is where is my Windows Help and Support application for Vista and if Help and Support doesn't come with Vista (I did read this online) then why does the window still TRY to open and why did they add links in Vista elements for Windows help and support??? I'm so confused any help or even just a point in the right direction would be very much appreciated. It's hard to learn a new OS with no help feature.
Not that I used it a lot in XP but it did come in handy now and then. I recently had to reinstall Vista and the Help and Support now does not work. Canon Raw Codec 1.5.0.
